But even when someone claims there’s bad behavior from a tenant they would have to show proof in court, and the judge has the final say.

“Our concern is that there’s potentially loopholes but when you’re looking for loopholes and trying to be clever, we don’t know how the courts will look at that,” Dan O’Meara of the Legal Aid Society of Hawaii.
